The Tennessee Titans have the 1st overall pick in the 2025 NFL Draft, but with the uninspiring class of QBs available, they could very well trade the pick. After 29 of 32 NFL teams secured either their starting QB or their QB competition for the 2025 season, there are only a few trade partners left for Tennessee. Let’s break down the odds and who we think is most likely to make that pick in the end.

Highlights

  • The Titans are still favored to stand firm and make the No. 1 pick themselves
  • New York clearly wants a new QB, and have yet to go the veteran route
  • The Browns need a quarterback, but their trade for Kenny Pickett muddies the waters

2025 NFL Draft - Team To Make 1st Overall Pick

Team (Current Draft Position)Odds To Make No. 1 Pick
Tennessee Titans (No. 1)-175
New York Giants (No. 3)+180
Cleveland Browns (No. 2)+600
New York Jets (No. 7)+2,800
Las Vegas Raiders (No. 6)+4,000

Tennessee Titans (-175): The Safe Pick

The Titans clearly have a need at QB after Will Levis’ season-long performance of a one-man NFL Football Follies show in 2024. They also haven’t made any moves for a veteran QB in free agency. In fact, they haven’t even been linked or mentioned in any rumors with any available signal callers.

Miami’s Cam Ward figures to be selected 1st overall no matter which team ends up making the pick. Titans head coach Brian Callahan has spoken positively of Cam Ward—but he’s also had some interesting quotes about Travis Hunter. He said it was “very realistic” that Hunter could play both ways, which could indicate an elevated level of interest. If they prefer Hunter to Ward, they will likely trade the top pick to a team that needs a QB.

However, trading the No. 1 pick is pretty uncommon. It has happened just 13 times since 1967. Most recently, it happened in 2023 (Panthers trade up for Bryce Young) and 2016 (Rams trade up for Jared Goff). Tennessee’s complete absence from the free agent QB market makes this feel like a pretty safe bet. Betting sites are still offering the Titans at reasonable -175 odds, but if they pop up above -200, they won’t be worth the bite of the apple.

New York Giants (+180): The Fun Pick

It is highly unlikely that Tennessee trades down further than No. 3. If they make the trade, they will likely be eyeing either Penn State edge Abdul Carter or Hunter with their first round pick.

The Giants—or, more specifically, the duo of HC Brian Daboll and GM Joe Schoen, whose jobs are hanging by a thread in New York—have been mentioned early and often as possible landing spots for a litany of veteran QBs from Aaron Rodgers to Matthew Stafford.

Nothing has materialized yet, however, and we doubt it will: Why would a QB in the last few years of their NFL career want to join a rebuilding effort like Big Blue is going through? If New York doesn’t sign Aaron Rodgers, they are going to have to draft a QB, and the only one really worth a pick as high as No. 3 is Cam Ward. But, to get Cam Ward, they will have to move up to the top spot, and we think New York will be more than willing to break the bank a la Panthers circa 2023 if that’s the case. At +180, these are excellent odds for what is essentially the only trade partner available for Tennessee.

Cleveland Browns (+600): The Long Shot

One would hope that Cleveland is finally done with Deshaun Watson. And they haven’t been rumored to be interested in any veteran QBs yet.

A trade for Kirk Cousins was posited by Dan Orlovsky, but that was just theoretical. They also acquired former first-round pick Kenny Pickett for a fifth-rounder, so it is very possible that they simply go best player available with the No. 2 pick, then take one of the mid-level QBs later in the draft, such as Jaxson Dart or Jalen Milroe. Unless New York signs Aaron Rodgers, stay away from the Browns here.
